Executive Summary:
The results of the PJM 2027-28 Base Residual Auction (BRA), released on December 17, 2025, mark an unprecedented moment for the region’s power markets. Capacity prices cleared at $333.44 per MW-day, the highest level in PJM’s history and the third consecutive auction to set a new record. Even with the FERC-mandated price cap in place, total capacity costs for the region now exceed $16 billion annually, underscoring the severity of the supply-demand imbalance facing the PJM system. For market participants, particularly renewable and storage developers, the implications are profound. These results not only confirm PJM’s tightened capacity environment but also signal a multi-year opportunity for resources that can be deployed quickly. In this article, we will summarize the auction results, the drivers of these market dynamics, and how renewable and storage assets can capture value in PJM’s capacity market.

PJM 2027-28 BRA Results
The 2027-28 capacity auction failed to procure sufficient resources to meet PJM’s reliability requirement. Cleared capacity totaled approximately 134,479 MW, leaving a shortfall of approximately 6,600 MW relative to PJM’s target reserve margin of 20%. Installed reserve margin was approximately 14.8%, well below the level PJM deems necessary for long-term reliability.
Despite these elevated prices, the auction saw only 956 MW of new generation offered, a strikingly small response given the recent surge in capacity prices. The overwhelming share of revenues will now flow to existing generators, rather than influencing new infrastructure at the pace the system requires.
Why Prices Remain Elevated
Several market and structural forces converged to produce this outcome, including:
Load Growth from Data Centers
The dominant driver is the exponential growth in large, energy-intensive data centers. PJM reported an increase of 5,250 MW of incremental peak demand in this auction cycle, of which 5,100 MW came from large loads. The primary growth factor was data centers supporting artificial intelligence and cloud computing. In short, these projects are interconnecting faster than the grid’s ability to add new generation and transmission infrastructure.
Sluggish Supply Additions
While demand forecasts surged, supply did not keep pace. The small net increase of cleared supply (370 MW of unforced capacity) is a result of interconnection queue delays, transmission bottlenecks, permitting challenges, and supply chain constraints. Collectively, these hurdles have slowed the development of new resources on PJM.
Compressed Auction Timeline
In the past, PJM’s capacity auctions were conducted three years in advance, giving developers time to plan, finance, and build new generation. Regulatory delays have compressed that timeline to less than a year in some cases, reducing developers’ ability to respond to price signals. As PJM is transitioning back to its three-year advanced timeline, capacity auctions for the 2028-29 and 2029-30 Delivery Years will continue to be conducted on an accelerated timeframe.
Reliability Risk
PJM is further relying on capacity pricing as a tool to incentivize resource development due to ongoing concerns about winter reliability and existing generator performance. This is sending clear signals to storage assets that the grid needs fast, reliable, and flexible capacity.
Turn Record PJM Capacity Prices into Bankable Revenue
SYSO helps renewable and storage assets navigate PJM’s capacity rules, optimize accreditation and performance, and stack revenues across capacity, energy, and ancillary services with 24/7 market operations support.
What This Means for Renewable and Storage Developers
For developers, the 2027-28 BRA results confirm that the PJM market is entering a new era. Renewable and storage assets are uniquely positioned to respond to PJM’s supply challenges due to their ability to enter the market faster than thermal assets and contribute to reliability. In addition to capacity revenues, batteries can capture value from PJM’s energy and ancillary services markets through revenue stacking.
Turning Market Signals into Bankable Value
Capturing the upside in PJM’s capacity market requires careful planning, operations, and ongoing optimization of your assets. Developers must navigate complex accreditation rules, qualification timelines and milestones, credit and performance requirements, and forecast uncertainties. As a PJM market participant, SYSO works with renewable and storage developers and asset owners to provide PJM market access and navigate dynamic market conditions. By combining deep capacity market expertise, 24/7 monitoring from PJM-certified dispatchers, real-time telemetry, advanced analytics, and asset optimization, we enable our clients to maximize capacity value, improve performance outcomes, and optimize revenue stacking across the PJM system.
