Executive Summary:
New Jersey has officially opened a competitive solicitation under its landmark Garden State Energy Storage Program (“GSESP”), formerly known as the New Jersey Storage Incentive Program (“NJ SIP”). This offering provides a significant opportunity for storage developers and asset owners to secure long-term, fixed $/MW-year incentives to enhance project economics. In alignment with its clean energy transition goals, the New Jersey Board of Public Utilities has committed to deploying 4,000 MW of energy storage by 2030 and launched this incentive program to encourage development. This program will be deployed in phases. Phase 1 focuses on transmission-connected projects, with Tranche 1 as the first step. This article explores the key elements of the solicitation, offers strategic insights for storage developers, and outlines how SYSO supports participation in the New Jersey energy markets.

Solicitation Size and Timing
The Phase 1 Tranche 1 competitive solicitation seeks between 350 and 750 MW of transmission-connected storage capacity. Projects connected to solar generation as solar-plus-storage assets may also qualify. This range offers flexibility while signaling a serious commitment to early deployment.
Key deadlines:
- Submission for guaranteed pre-qualification review by July 23, 2025
- Bid submissions are due by August 20, 2025
- Award notifications are expected in October 2025
Developers interested in participating in the solicitation need to move quickly to finalize bid strategies and compliance documentation by the deadline.
Project Eligibility
Transmission-Connected, PJM-Aligned Projects: To be eligible, projects must meet the following criteria.
- Be interconnected at the transmission level
- Hold a fully executed Interconnection Service Agreement (“ISA”), Generation Interconnection Agreement (“GIA”), or Wholesale Market Participant Agreement (“WMPA”) with PJM
- Have a planned commercial operation date (“COD”) no later than Q4 2027 but have not yet commenced construction
This alignment with PJM’s interconnection and planning timelines ensures that selected projects will provide system value during the state’s critical reliability planning window.
15-Year Fixed Contract: One of the most attractive features of this program is the 15-year contract term. Under this agreement, developers will receive a fixed $/MW-year payment, independent of wholesale market performance, providing critical revenue certainty for financing. Although final bid prices are developer-determined, analysis suggests that incentives between $40,000 and $90,000 per MW-year may be viable based on modeling performed by the NJBPU and consultants.
Duration Matters: ELCC as a Ranking Factor: Project pricing will be ranked based on performance, with Effective Load Carrying Capability (“ELCC”) playing a major role. Longer-duration storage assets, such as 6- or 8-hour systems, are assigned a greater ELCC and so will be more favorably ranked. For developers weighing cost vs duration, this creates a tradeoff. Short-duration assets may be less expensive to build, but may struggle to compete under the ELCC-adjusted ranking process.
High Availability Required: In order to receive the full annual incentive, projects must demonstrate at least 90% availability during each year of the contract term. This underscores New Jersey’s desire to secure reliable, flexible capacity and not just nameplate megawatts SYSO provides asset owners with an operations partner to help ensure uptime by identifying maintenance needs right away and coordinating with owners and maintenance crews to schedule and verify repairs quickly and accurately.
Market Participation and Revenue Experience: Bidders are required to demonstrate their capability to earn wholesale market revenues, including the following.
- Being (or contracting with) a registered PJM Market Participant such as SYSO
- Showing familiarity with PJM’s market participation models, such as regulation and synchronized reserves
- Demonstrating competence around participation in the PJM energy markets
This requirement filters out speculative or non-viable projects and prioritizes teams with demonstrated execution and operational readiness.

What’s Next? Phase 2 Details
Phase 2 of the NJ incentive program is expected to launch in 2026 and will focus on distribution-connected storage. This includes both front-of-the-meter and behind-the-meter projects. Notably, Phase 2 may include:
- A fixed $/MW incentive, similar to Phase 1
- A performance-based component, tied to actual grid or market value
For developers working on non-transmission assets, 2026 will be the key window, but engagement and project planning should begin now.
How SYSO Helps Storage Developers Win in PJM and New Jersey
SYSO brings deep market integration and operations expertise to help storage projects succeed in new programs like GSESP. Here’s how we support our clients’ success:
Market Registration & Compliance: SYSO handles the full PJM registration process and can also act as your project’s Market Participant. We ensure compliance with all PJM requirements so you can focus on development and financing.
Bid Strategy & Optimization Modeling: SYSO helps developers determine the optimal system duration, bid price, and market strategy in an effort to maximize ELCC ratings and competitive incentives. Our data-driven models allow us to run nearly infinite ‘what-if’ scenarios to explore various asset configurations and uncover the resulting effects on energy market performance.
